Command Orders was the document implemented that legally covered Human Rights for citizens under military occupation.
That included any citizen held as a detainee, or held for questioning as suspected combative.
. Suspects of terrorism could be held as well as any combative, under the same laws- Rights were defined and contained within Command Orders.
Geneva Convention reflected those rights but were not the legal guideline to their legal rights. Command Orders was.

And most importantly; the rights covered in Command Orders were protected under the CONSTITUTION OF THE UNITED STATES of AMERICA- BY LAW. During military occupation.
Those rights (for citizens) detailed in Command Orders were covered under the law DURING MILITARY OCCUPATION.
And President Reagan reviewed the rights in Command Orders in respect to Geneva Convention Protocols from 1977. He requested military Attaché be present to discuss the Command Orders primarily with respect to the protection of Human Rights.

I did not travel with Reagan to the summit. I only reviewed the Command Orders with him before he went to visit Gorbachev.
