The people who claimed to have built the website from scratch didn't get paid to have people use it, they got paid to build it. Sort of like selling a car to the government without a motor.
I don't think those people thought it would ever be used.
When the bill passed they were stuck with it. Then the stories and excuses and cover ups started.
It's not the program; (Its the server.)
