Silent wars documentation has John Savage in the C.I.A. written all over it.
Doctor Summers and John Savage of Neo Tech fame were most likely influential over the concepts of silent wars.
Savage was de[ported by the C.I.A. for unknown reasons.
Silent Wars documents may have been one reason.
I say that Savage was principal but I can't prove it.
It just reminds me of his statements from Neo Tech literature.
